柳县是秦始皇于公元前221年（始皇二十六年）置，故治在今河北黄骅市羊二庄镇大马庄东南5公里处，属齐郡，后从齐郡中分置济北郡，柳县属之。东汉建武十三年（公元37年），柳县撤消并入章武县。
