刘匡，汉宣帝五世孙，东平炀王刘云孙，严乡侯刘信子。平帝元始元年（公元1年），王莽为收揽人心，立炀王子开明为东平王，三年病死，又立开明之侄匡为东平王。

公元7年，王莽为摄皇帝，东郡太守翟义与其父信举兵反莽，立信为天子，移檄郡国，众至十余万，同年为王邑率兵击破，他与翟义均被杀。
